Ocean County officials have announced the launch of the Blue Envelope Program, a new initiative designed to support drivers with autism spectrum disorder during interactions with law enforcement. The program is aimed at promoting clearer communication, reducing misunderstandings, and ensuring safer encounters during traffic stops and similar situations.
The initiative was introduced jointly by Ocean County Prosecutor Bradley D. Billhimer, Ocean County Sheriff Michael G. Mastronardy, and Ocean County Police Chiefs Association President Michal Rogalski. It is being rolled out across Ocean County, with local departments—including the Lakewood Police Department and Manchester Police Department—participating in the program.
Under the program, individuals with autism can carry a distinctive blue envelope in their vehicles. The envelope is intended to be handed to law enforcement during a stop and contains essential documents such as the driver’s license, vehicle registration, and proof of insurance. Importantly, it also includes information about the driver’s condition and any relevant communication preferences or sensitivities.
Law enforcement agencies throughout Ocean County will also receive training to help officers better understand and interact with individuals on the autism spectrum.
“Ensuring the safety and well-being of all members of our community is our top priority,” said Prosecutor Billhimer. “The Blue Envelope Program is an important step in fostering positive and informed interactions between law enforcement and drivers who face communication challenges. It allows officers to quickly recognize the needs of the driver and adjust their approach accordingly.”
The initiative supplements the existing Ocean County Special Needs Registry, launched in 2022, which provides first responders with confidential, critical information about individuals with special needs during emergencies.
Residents who wish to participate in the Blue Envelope Program can pick up an envelope at their local police department. In Lakewood, envelopes are available at the Watch Commander Office of the Lakewood Police Department. Family members and caregivers are encouraged to assist in introducing the envelope and its purpose to individuals who may benefit from it.
