Ocean County Prosecutor Bradley D. Billhimer announced that a Superior Court judge has ordered a Bronx, New York man to remain in custody pending trial on charges stemming from a March arson investigation in South Toms River.
According to prosecutors, Judge Kimarie Rahill ruled on July 28 that Tashaun Normand, 42, of the Bronx, will remain lodged in the Ocean County Jail on two counts of Aggravated Arson and two counts of Possession of Destructive Devices.
The charges are connected to an incident that occurred in South Toms River on March 23, 2026.
Authorities said Normand was arrested without incident by the Tennessee Highway Patrol in Monroe County, Tennessee, on March 30. He was extradited to New Jersey on July 21 and has remained in the Ocean County Jail since his return.
The detention hearing was handled by Assistant Prosecutor Elizabeth Paterno.
As with all criminal cases, the charges are accusations, and the defendant is presumed innocent unless and until proven guilty in a court of law.
