Manchester Police Department Announces Promotions And New Hires

The Manchester Township Police Department held a ceremony on January 13, 2025, at the Municipal Complex Civic Center to announce the promotion of Detective Adam Emmons to Sergeant, the lateral transfer of Ptl. Michael Steffen to Detective, and the addition of three new patrol officers: Liam Christensen, Michael Sceppaguercio, and Matthew Lee.

“Today, we recognize the accomplishments of two veteran officers and welcome three new recruits to our ranks,” said Chief Antonio Ellis. “These individuals exemplify dedication, honor, and integrity, ensuring Manchester Township is well served.”

Promotions and Transfers

  • Sgt. Adam Emmons: Starting his law enforcement career in 2002 with the Seaside Heights Police Department, Sgt. Emmons transitioned to Manchester in 2012, joining the Investigations Bureau. He has served as an Arson Investigator, Humane Law Enforcement Officer, and Narcotics Officer, earning numerous accolades, including the Chief’s Award and Meritorious Service Award.
  • Detective Michael Steffen: With Manchester since 2013, Detective Steffen has been a member of the Ocean County Regional SWAT Team and a firearms instructor. His honors include the Meritorious Service Award and Gallantry Star Award.

New Officers

  • Ptl. Liam Christensen: A former NJ State Human Services Police Department officer, Christensen also served with the NJ Department of Corrections. He is a U.S. Army National Guard member.
