Jackson Township Council Finalizes Boards, Committees, and Professional Appointments for 2026

The Jackson Township Council approved a sweeping slate of professional contracts, board appointments, and committee assignments during its recent annual reorganization meeting, formally setting the township’s administrative and advisory structure for the year ahead.

According to the official appointment list released by the township, dozens of individuals and firms were named to roles spanning legal services, engineering, finance, public safety support, housing oversight, recreation, and a wide range of advisory boards and commissions.

Professional and Legal Appointments

Among the key professional appointments, Gregory McGuckin was named Township Attorney, with Jean L. Cipriani appointed as Labor Counsel and also serving as Special Legal Counsel. Meghan Bennett was selected as Bond Counsel, while Robin LaBue was appointed Affordable Housing Attorney. Brian K. Wilkie will serve as Municipal Prosecutor, with Robert C. Shea named Public Defender and Charles P. Tivenan as Alternate Public Defender.

Additional special counsel appointments included Christopher Dasti, Brent R. Pohlman, who will handle matters related to the Religious Land Use and Institutionalized Persons Act (RLUIPA), and Debra Rumpf as attorney to the Rent Leveling Board.

Engineering, Planning, and Financial Services

Several engineering and planning firms were retained to support township operations and capital projects. T&M Associates was appointed Township Engineer, with Remington & Vernick named Township Planner, Open Space Consultant, Traffic Analysis Consultant, and Tax Map Maintainer. French & Parrello was selected for multiple roles, including Environmental Engineer, Special Project Engineer, and Recreation Special Projects Engineer.

Other professional services appointments included Phoenix Advisors, LLC as Financial Advisor, Holman Frenia Allison, P.C. as Township Auditor, Integra Realty Resources for appraisal services, and Brown and Brown Metro, LLC as Health Insurance Broker.

Municipal Utilities Authority and Advisory Boards

The council appointed Leigh Schenck, Gregory Stafford-Smith, and Chavie Heller to the Jackson Township Municipal Utilities Authority. The ROVA Farms Advisory Board saw the appointment of eight members, including Mathew McCall, Ethan Noble, Alla Long, Marlene Novick, and Stephen Chisholm Jr.

The Economic Development Advisory Committee, Veterans Commission, Recreation Advisory Board, and Private Residential Communities Advisory Board were also fully staffed with residents representing various sections of the township.

Community Committees and Commissions

The annual reorganization also included appointments to community-focused bodies such as the Commission for the Disabled, Multicultural Committee, Americans with Disabilities Act Advisory Board, and the Jackson Day Committee. The Jackson Day Committee includes township officials, department representatives, and residents, with Mayor Jennifer Kuhn serving as chair and Council President Mordechai Burnstein among its members.

The Office of Emergency Management (OEM) roster was expanded as well, with more than a dozen individuals appointed to support emergency preparedness and response efforts throughout the township.

Reorganization meetings are held annually to establish the township’s operational framework, appoint professionals required by statute, and seat advisory boards that provide guidance on policy, planning, and community programs. Township officials said the appointments ensure continuity of services while bringing resident participation into key advisory roles.
