Jackson Residents Stunned By High Property Tax Reassessments. Here’s An Explainer

Many Jackson residents were stunned to receive real estate tax reassessment letters over the weekend, revealing substantial increases in home values—some more than doubling previous assessments. For many, these skyrocketing values have translated into significantly higher property tax bills.

Understanding the Reassessment Process

To clarify the reassessment process, it’s important to note that its purpose is not to increase the overall amount of taxes collected by the township but to redistribute the tax burden more equitably based on updated property values. Here’s how the process works:

The Tax Pot Stays the Same
A reassessment does not change the total amount of property taxes collected by the municipality. For example, if Jackson Township collected $100 million in taxes last year, this total remains unchanged after the reassessment.

Redistributing the Tax Burden
The reassessment recalculates each property’s share of the total tax pot based on its updated market value.

If all properties in the town increase in value by the same percentage, each homeowner’s share of taxes remains the same.

However, when property values rise unevenly, tax burdens shift.

Why Taxes Increase or Decrease
Property values in different neighborhoods do not grow at the same rate.

High-Growth Areas: Homes in neighborhoods like Hampshire Hills, where property values have surged, will bear a larger share of the tax burden. For instance, a home assessed at $400,000 ten years ago but now worth $1.2 million (a 200% increase) will face a higher tax bill.

Moderate-Growth Areas: Homes that doubled in value, such as those increasing from $600,000 to $1.2 million (a 100% increase), may see little to no change in taxes.

Low-Growth Areas: Properties with slower growth, such as a 50% value increase, will see a reduced share of taxes.

Additional Factors Affecting Taxes
Changes to a property, such as additions or renovations, can increase its assessed value and, consequently, its tax bill. However, the primary driver of tax changes in a reassessment is the variation in property value appreciation across the town.

Impact on Homeowners

The reassessment’s impact varies significantly. Homes in “hot” neighborhoods where values have surged will face higher taxes, while those in areas with stable or slower growth may see a decrease. In general, if a property’s value doubled (100% increase), the tax bill often remains stable. Gains above or below that threshold result in higher or lower taxes, respectively.

A Fairer System, But Not Without Challenges

Reassessments aim to create a fairer distribution of property taxes by reflecting current market realities. However, for residents in high-growth neighborhoods or those already facing financial challenges, the resulting tax increases can feel overwhelming. Many homeowners are now seeking clarity and solutions as they come to terms with the new tax landscape in Jackson.

Local officials have encouraged residents to appeal their assessments if they believe their property values were incorrectly calculated.
