Gov. Murphy Signs Executive Order in Response to the One Big Beautiful Bill’s Potential Impact on New Jersey

Governor Phil Murphy on Tuesday signed Executive Order No. 393, directing all New Jersey state agencies to assess the potential fiscal and operational impacts of the recently enacted federal “One Big Beautiful Bill Act” (OBBBA, P.L. 119-21). The move comes amid concerns that the new federal law could reduce funding for critical public programs and increase financial strain on states.

The OBBBA, a sweeping federal spending package, includes significant reductions in funding for Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and various clean energy initiatives. At the same time, the law introduces a range of tax cuts and benefits aimed at high-income earners. Critics of the legislation have expressed concern that it may exacerbate inflation and contribute significantly to the national debt.

“The One Big Beautiful Bill Act is a fiscal disaster that fails to deliver for working-class families in New Jersey and across the country,” Governor Murphy said in a statement announcing the executive order. “This law rips away health care from vulnerable children and families, guts food assistance, and raises costs for everyday Americans.”

Under Executive Order No. 393, all state departments and agencies are required to immediately review the law and its implications for their budgets, operations, and services provided to New Jersey residents.

Preliminary assessments from state agencies must be submitted to the Governor’s Office by October 1. These assessments are expected to include analysis of the law’s impacts and legislative measures the agencies recommend to safeguard state funding and services. A second deadline, set for November 15, 2025, requires agencies to submit proposed non-legislative actions to further mitigate any negative consequences of the federal law.

The Governor’s Office will review the submitted assessments and recommendations and coordinate a unified response across departments. Additional executive actions or legislative proposals may also be considered as the administration evaluates potential responses to the federal changes.
