The incident occurred at approximately 12:20 a.m. on June 27, when officers responded to a report of a male with a gunshot wound to his face. The victim, a 27-year-old male, was transported to Jersey Shore University Medical Center and later released.

An investigation revealed that the victim and a female were sitting in a parked vehicle when a blue sedan blocked them in, and two males exited and approached the vehicle. One of the assailants shot the victim in the face before fleeing the scene.

Michael Vulpis, 26, of Freehold Borough, was previously charged with Attempted Murder and related offenses in connection with the incident. Further investigation revealed that Phelps was the second assailant involved, and he was charged with Attempted Murder and Conspiracy to Commit Murder.
